PSD2 (The second EU Payment Service Directive from 2015) simplified the entry of new payment service providers into the European market and introduced rules by which these entities can provide payment services to PSUs (payment service users). It was implemented into Czech law on 13.1.2018 by a new Act No. 370/2017 Coll. on Payments.
The PSD2 brought changes in the area of payment services, the main one being the obligation to provide third-party access to selected services via the API interface (Application Programming Interface).
The new APIs allow initiation of payment orders or obtaining account information – naturally only with the respective client's consent.
TPPs are third party payment service providers. It can be banks and their internet/mobile banking applications, or non-banking providers of services, such as financial planning applications or for example e-shops. TPPs are authorized network service providers introduced within the open banking scope. They exist outside the client's relationship with the bank, but can be included in the transactions that the client executes.
The new EU PSD2 Directive allows TPPs to develop software solutions that provide additional value to bank customers. After meeting regulatory requirements and obtaining the payment service provider's license from the respective national regulator, TPPs can register their organizations on our test and production development portals to consume various API sets.
A TPP can link its application to a client’s account only with his/her explicit consent to access his banking data. This consent must be reconfirmed by the client every 3 months. We also validate that every TPP that intends to link its application to your account holds a valid certificate and licence, granted by a local regulator.
Payments placed via PSD2 open banking are charged to clients of Akcenta same as the payments initiated via the current OLB according to your pricing plan.
